Für alle Leistungen im Rahmen der Sozialhilfe gilt : sie werden immer nachrangig ( § 2 SGB XII ) gewährt, d.h. sie werden nur dann gezahlt, wenn der notwendige Bedarf der Antrag stellenden Person durch eigene Leistungen oder Leistungen anderer Stellen nicht gedeckt werden kann.
