Institutionen, die Zielgruppen aus der informellen Wirtschaft repräsentieren können, sind auch für ihre Teilnahme an gesellschaftlichen, politischen und wirtschaftlichen Prozessen innerhalb ihrer Region und ihres Landes wichtig.
Auch Nichtregierungsorganisationen können hier eine wichtige Rolle spielen, wenn sie Dienstleistungen für Zielgruppen aus der informellen Wirtschaft anbieten.
