Um die Eigenkapitalbasis nachhaltig zu stärken, sind die neuen Regeln für hartes Kernkapital ( CET1 ) unter Basel III ohne Übergangsfristen bereits mit 1. Jänner 2013 zu erfüllen.
Das im Rahmen des Bankenhilfspakets gezeichnete, voll verlusttragfähige, staatliche und private Partizipationskapital wird aber im Rahmen der Übergangsvorschriften angerechnet.
Zudem ist ab 1. Jänner 2016 ein zusätzlicher harter Kernkapitalpuffer – je nach Risikogehalt des Geschäftsmodells – von bis zu 3 Prozentpunkten zu halten.
