Die deutsche Regierung hat sich die Umsetzung der Millennium Development Goals zum Ziel gesetzt, welche die Reduzierung der extremen Armut weltweit um die Hälfte bis 2015 mit einschließt. Armutsbekämpfung bestimmt als allübergreifendes Ziel die deutschen Bemühungen in der Entwicklungshilfe.
Die deutsche Entwicklungszusammenarbeit ( EZ ) konzentriert sich weltweit auf insgesamt ca. 50 Partnerländer, eines davon ist Kenia.
