Mit diesem Projekt der Provenienzforschung entspricht die Kunsthalle Bremen der im Dezember 1999 durch die Bundesregierung, die Länder und die kommunalen Spitzenverbände verabschiedeten Erklärung zur Auffindung und Rückgabe NS-verfolgungsbedingt entzogenen Kulturguts, insbesondere aus jüdischem Besitz.
Hierin werden gemäß der ein Jahr zuvor in Washington verabschiedeten Principles with Respect to Nazi-Confiscated Art die deutschen Sammlungen und ihre Rechtsträger aufgefordert, die genaue Herkunft ihre Bestände zu überprüfen und unrechtmäßigen Besitz offenzulegen.

In accordance with the Washington Conference Principles on Nazi-Confiscated Art adopted the previous year, this declaration calls on German art institutions and their legal representatives to verify the exact origins of their collections and to disclose unlawful ownership.
