Vor diesem Hintergrund werden der Umbau der technischen und sozialen Infrastruktur öffentlicher Güter, das notwendig gewordene ökologische Reformprogramm der Wohlfahrtsstaatlichkeit, die Forderungen nach der Stärkung der Gemeingüter ( Commons ) und die Subventionspolitik in der Güter- und Dienstleistungsproduktion ins Auge gefasst.
