Anlass zur Entwicklung eines spezifischen Qualitätssystems gab Mitte der Neunziger Jahre die Einsicht, dass bestehende Qualitäts- und Projektmanagementsysteme, die hauptsächlich aus dem technischen Bereich stammten, sich nicht ohne Weiteres auf Gesundheitsförderungs- und Präventionsprojekte übertragen liessen - es war ein System gefordert, welches der Komplexität settingorientierter Interventionsprojekte Rechnung trägt.
Gleichzeitig sollten die Werte und Prinzipien der Gesundheitsförderung explizit mit berücksichtigt werden.

The impetus for the development of a specific quality system the understanding that existing quality and project management systems, mainly having originated in a technical field, can not be unconditionally transferred to health promotion and prevention projects. Evaluation wird immer mehr zur Beurteilung der Wirksamkeit von Gesundheitsförderungs- und Präventionsprojekten gefordert, was aufgrund der Komplexität des Feldes, der Langfristigkeit der Wirkungen und der vielfältigen externen Einflussfaktoren allerdings eine grosse Herausforderung darstellt.
Der Nachweis von Wirkungen auf Basis eindeutiger Ursache-Wirkungsbeziehungen ist in sozialen Kontexten schwierig bzw. in der Regel nicht leistbar.

Evaluations are increasingly being called upon to assess the effectiveness of health promotion and prevention projects. However, this presents an immense challenge due to the complexity of the field, the long-term nature of effects and the multitude of external factors involved.
Identifying effects based on unequivocal cause-and-effect relationships is difficult in social contexts and usually impossible.
