Die junge, ehrgeizige Polizistin Ulla gerät beim Versuch, eine Gangsterbande zu überführen, zufällig an den Bosnier Feti und den Serben Zoki, die in Berlin offiziell ein Reisebüro betreiben, eigentlich aber verstorbene Landsleute ohne Papiere aus Deutschland zurück in ihre Heimat schmuggeln.
