Auch Fragen des Politischen verschärfen sich, wenn Technologien als Mittel der Demokratisierung, aber auch als Möglichkeit von Technokratien und totalitären Gesellschaftsformen aufgefasst und eingesetzt werden.
In besonderer Weise greifen Technologien in die Gestaltung und Verlängerung der Lebenszeit ein (von der Brille bis hin zu Prothese, Herzschrittmacher, Bionic Exoskeleton u.v.m.), so dass sich ethische Fragen nach dem rechten Leben und Sterben neu stellen.

Das zum Einen, und zum Anderen gibt es das Thema der Demokratisierung der bildenden Künste, einer größeren Sichtbarkeit der Stärke der Kunstszene innerhalb Kolumbiens. ARTBO soll nicht nur etwas für Künstler, Galeristen, Kuratoren, Sammler etc. sein, sondern eine Veranstaltung, die Bogotá kulturell verändert.
