Zwar holte er sich einen privaten Finanzier heran, den Diplomaten Charles de la Rochefoucauld, doch weiterhin gab es Schwierigkeiten mit der Leitung der Weltausstellung und der USFSA ( dem französischen Sportverband, dessen Generalsekretär Coubertin war ), ein Organisationskomitee löste sich 1899 zwei Monate nach Einrichtung wieder auf.
Ein endgültiges Komitee wurde dann seitens des Generalsekretariats der Weltausstellung Anfang 1899 gegründet und bestätigt.
